Overview of the Application Process for Graduates of a BC Teacher Education Program Applying for an Interim Subject Restricted Independent School Teaching Certificate for Employment in a BC Offshore School

The information in this section applies to you if you are completing a teacher education program at a BC university and have accepted a teaching position in a BC Certified Offshore School. You can use this application to apply and be evaluated for an Interim Subject Restricted Independent School Teaching Certificate ISR-ISTC that will enable you to start the process of applying for work visas overseas before you complete your program.

You must have already applied for your Certificate of Qualification (COQ) and will need your COQ Application Reference Number to submit an application fro an ISR-ISTC. Only teacher candidates completing their teacher education programs between May and August can use this application. The Teacher Regulation Branch (TRB) must receive the application and all supporting documents by June 30.

Note: The Teacher Regulation Branch is moving to only accepting applications for teacher certification through the secure Applicants' Area of our website. This change will benefit you as an applicant because you will be able to receive updates about the status of your application and monitor its progress online. The online application process improves the security of your information and the service we are able to provide you.

How to apply for a Ministry of Education certificate through the Teacher Regulation Branch


  1. Log into the Applicants' Area and download the Application for an Interim Subject Restricted Independent School Teaching Certificate – for Employment in a BC Offshore School (ISR-ISTC) form provided in the menu.
  2. Complete the application form. Make sure to include your COQ Application Reference Number in the space provided. This will avoid delays later in the process.
  3. Upload your completed ISR-ISTC application form in the area provided in the Applicants' Area. If any information is missing, you will be prompted to complete or correct the information on the form. When the form is complete, you can submit your application and pay the non-refundable application fee through the Applicants' Area.
  4. Review the documents that will need to be provided as part of your application below. Ask the applicable institutions and individuals to complete and send the relevant documents directly to us. For example, all your post-secondary institutions must send us your official university transcripts, and your character references must send us the Confidential Character Reference Forms. Keep in mind that many of these documents (ID, offer of employment letter, transcripts, character references) will be used for both your COQ and ISR-ISTC applications and only need to be submitted once.
  5. Wait for an email from us, which will arrive within five to seven business days after we receive your application. The email confirms that we have received your application and will give you a reference number for your ISR-ISTC application.
  6. Note that documents will arrive for your file at different times from different sources. We will add each document to your file as it arrives (as long as it is properly identified with your full name).
  7. Please be patient as we review all files according to the date we receive them. Once an evaluator has reviewed your file, we will send you an email indicating any missing documents. At this point, you will be able to track in the Applicants' Area which documents are outstanding.
  8. Applications and all required documents must be received by the TRB by June 30.

Application Documents for an ISR-ISTC

Once you have submitted your application through the Applicants' Area, there are various supporting documents that will need to be submitted to support your application.

Offer of Employment Letter

The offer of employment letter should come from the BC Offshore School employer. It should confirm your appointment to a teaching position in a BC certified offshore school for the upcoming school year. This document should be signed, be on employer letterhead, and provide contact information where we can confirm your employment. This letter can be sent to us via mail, fax, or email to trb.certification@gov.bc.ca.

Practicum Reports

We require copies of your most recent, signed practicum report from both the faculty and school advisors if available. You can email this report to us at trb.certification@gov.bc.ca.

Identification Documents

Please refer to the information provided in the COQ Application Documents section. We only require one set of identification documents for both the COQ and ISR-ISTC applications.

Official Transcripts

Please refer to the information provided in the COQ Application Documents section. We only require one set of transcripts for both the COQ and ISR-ISTC applications.

Confidential Character Reference for Authorization to Teach in British Columbia forms

Please refer to the information provided in the COQ Application Documents section. We require a total of two character reference forms for both the COQ and ISR-ISTC applications.

Application fee

You must include the $35 non-refundable application fee with your application when you submit through the Applicants' Area.
